In October of last year, Director John Ratcliffe promoted the Center for Cyber Intelligence, previously housed within the CIA's Directorate of Digital Innovation since 2015, to a full-fledged mission center. According to CIA spokeswoman Liz Lyons, this internal reorganization aims to "strengthen the Agencyβs cyber operations in support of the presidentβs priorities."
Lyons added that the change "enhances CIAβs ability to deliver the best intelligence on foreign cyber threats to policymakers, ensure that no target is beyond the reach of our capabilities, and drive continued improvement of cyber tradecraft."
This elevation provides the center with priority access to resources and staffing, enabling it to be a more significant player in the intelligence community. A former U.S. intelligence official noted that such a promotion signifies a strategic priority for the agency.
### A Shift Towards Offensive Cyber Operations
The move aligns with a broader policy shift towards a more combative stance in cyberspace. The Trump administration's **National Cyber Strategy** emphasized the deployment of "the full suite of U.S. government defensive and offensive cyber operations" to deter foreign adversaries.
Ratcliffe's vision to make the CIA less risk-averse, particularly in cyberspace, also contributed to this change. He emphasized the need for consequences for adversaries who digitally assault the U.S. and expressed his commitment to developing the tools necessary for offensive cyber operations.
### Center for Cyber Intelligence's Role
The Center for Cyber Intelligence serves as the agencyβs mission manager for cyber activities, including strategic analysis, operations, and the technology involved in espionage. It's known for its bespoke hacking capabilities, which sometimes involve recruiting assets or sending officers into dangerous environments to gain access.
### Vault 7 Leak and Its Aftermath
The center's activities gained public attention in 2017 when **WikiLeaks** published the "Vault 7" data trove, revealing extensive documentation of secret CIA spying operations and hacking tools. This included details on unpatched iOS and Android vulnerabilities, bugs in **Microsoft Windows**, and the ability to turn **Samsung** smart televisions into listening devices.

Following the leak, agency software engineer Joshua Schulte was charged and eventually sentenced for exfiltrating the classified tools. Schulte worked within the CCI at the time of the breach.

With the **CIA** becoming more aggressive in the digital realm, questions arise about potential conflicts with other organizations like **U.S. Cyber Command**.
